In 2021, all 193 of UNESCO’s member states adopted the Recommendation on the Ethics of Artificial Intelligence, the first-ever global standard-setting instrument on the subject. The goal isn’t to stifle innovation but to steer it in a direction that respects human rights, promotes fairness, and ensures AI benefits everyone.
The framework is built on a foundation of values and principles designed to protect human dignity. Key pillars include:
Human Rights and Dignity: AI systems must not harm people and should operate in a way that is fair and just. This includes protecting fundamental freedoms and ensuring human oversight.
Transparency and Explainability: We should be able to understand how an AI system makes its decisions. “Black box” algorithms, where the reasoning is opaque, are a major concern that this principle seeks to address.
Inclusivity and Equity: The benefits of AI should be accessible to all, regardless of gender, race, location, or socioeconomic status. The framework actively pushes against biased algorithms that can perpetuate and amplify existing inequalities.
Multi-stakeholder Governance: Creating effective AI governance requires collaboration. Governments, private companies, academics, and civil society must work together to build a safe and prosperous AI ecosystem.
By focusing on these principles, UNESCO’s policy provides a crucial roadmap for countries to develop laws and regulations that foster trustworthy AI for the good of humanity.
